Project Briefing
R&O Construction recently completed the new Hillcrest Elementary School for the Ogden School District, replacing the former facility with a modern, four-section, 100,000 SF campus on its original site. Designed around 21st-century learning practices, the new building features classrooms, multipurpose spaces for physical education and food service, kitchen facilities, and dedicated areas for teachers, administration, and counseling. Outdoor amenities include playgrounds, athletic fields, and student support spaces. The project also included roadway improvements, parking lots, utility connections and other site enhancements to support the school’s educational mission.
Innovative Programs Relating to Personnel Management
R&O Construction implemented a collaborative, team-based management approach that emphasized early stakeholder engagement and continuous communication throughout the project lifecycle. Working closely with the Ogden School District, design team, and trade partners, the project team utilized structured coordination meetings, pull-planning sessions, and digital collaboration tools to maintain alignment on scope, schedule, and quality expectations. The design also creates a strong sense of identity and excitement for students through castle-inspired architectural elements, dramatic entry portals, and four themed learning neighborhoods—Terra, Ignis, Ventus, and Aqua—each with its own colors, graphics, and visual character.
A key component of personnel management was maintaining a safe, efficient jobsite within an active community. The team prioritized clear communication protocols, including daily huddles and weekly subcontractor coordination meetings, ensuring all personnel were aligned on logistics, safety expectations, and upcoming work. This approach minimized disruptions and fostered accountability across all trades. Generous glazing, skylights, and open interior sightlines maximize daylight, improve visibility, and create a bright, welcoming environment that supports both learning and passive supervision.
Quality of Construction and Design
The new Hillcrest Elementary School reflects a high standard of quality in both construction and educational design. Built to support 21st-century learning, the facility incorporates flexible classroom layouts, collaborative learning environments, and multipurpose spaces that enhance student engagement.
Construction quality was emphasized through rigorous QA/QC processes, including detailed inspections, mockups, and close coordination with design professionals. Durable, low-maintenance materials were selected to ensure long-term performance, while interior finishes were chosen to create a welcoming and inspiring environment for students and staff. The final product delivers a modern educational facility that meets the evolving needs of the district and community.
Project Schedule
The project was carefully phased to allow construction on the existing school site while minimizing disruption to surrounding neighborhoods. R&O developed a detailed, milestone-driven schedule that accounted for site constraints, utility coordination, and seasonal impacts. Through proactive scheduling and continuous monitoring, the team maintained progress and adapted to challenges without compromising the overall timeline. Strategic sequencing of site work, building construction, and final site improvements ensured timely completion in alignment with the school district’s operational needs. Our process and coordination helped make Hillcrest the only K–12 school in Utah completed on schedule during the 2025 construction year.
Project Challenges
One of the primary challenges was constructing a new 100,000 SF facility on the original school site, requiring careful coordination of demolition, site work, and new construction within a constrained footprint.
Additional challenges included coordinating utility relocations and infrastructure improvements. The project team successfully addressed these obstacles through detailed planning, clear communication, and adaptive problem-solving, ensuring a safe and efficient construction process.
Additionally, the project required a high degree of coordination due to its location within an established neighborhood and the need to replace an existing operational school facility. Limited site access, tight logistics, and the integration of new infrastructure systems increased construction complexity.
Despite these challenges, R&O Construction successfully delivered the project by leveraging experienced personnel, strong subcontractor partnerships, and proactive planning. The ability to execute a large-scale educational facility within these constraints demonstrates a high level of technical and managerial expertise.
